The
Inflation Reduction Act created a first-of-its-kind, national-scale program: the Greenhouse Gas Reduction Fund (GGRF)—a $27 billion investment to mobilize financing and private capital to address the climate crisis, ensure our country’s economic competitiveness, and promote energy independence while delivering lower energy costs and economic revitalization to communities that have historically been left behind.
The Greenhouse Gas Reduction Fund is a transformative investment in American communities. For too long, a lack of access to capital has prevented communities from embracing tested technologies and strategies that lower energy bills, cut pollution and create good paying jobs. The Greenhouse Gas Reduction Fund will make grants that facilitate access to financing and technical assistance across the country enabling communities to realize the cost-saving benefits of the clean technologies, build more resilient communities, and strengthen local economies, especially in low-income and disadvantaged communities.

+Greenhouse Gas Reduction Fund Competitions
The Greenhouse Gas Reduction Fund (GGRF) will be implemented via three grant competitions--the $14 billion National Clean Investment Fund, the $6 billion Clean Communities Investment Accelerator, and the $7 billion Solar for All competition--which are described below. The GGRF competitions all are designed to achieve the following program objectives:
- Reduce greenhouse gas emissions and other air pollutants.
- Deliver the benefits of greenhouse gas- and air pollution-reducing projects to American communities, particularly low=income and disadvantaged communities.
- Mobilize financing and private capital to stimulate additional deployment of greenhouse gas and air pollution reducing projects.
+ 1. Clean Communities Investment Accelerator Competition
The
$6 billion Clean Communities Investment Accelerator competition will fund 2–7 hub nonprofits with the plans and capabilities to rapidly build the capacity of specific networks of public, quasi-public, and non-profit community lenders—such as community development financial institutions (including Native CDFIs), credit unions, green banks, housing finance agencies, minority depository institutions, and others—to ensure that households, small businesses, schools, and community institutions in low-income and disadvantaged communities have access to financing for cost-saving and pollution-reducing clean technology projects.

+ 2. National Clean Investment Fund Competition
The
$14 billion National Clean Investment Fund competition will fund 2–3 national nonprofits that will partner with private capital providers to deliver financing at scale to businesses, communities, community lenders, and others, catalyzing tens of thousands of clean technology projects to accelerate our progress towards energy independence and a net-zero economic future. EPA intends to implement this competition structure to maximize impact toward the three GGRF program objectives.

+ 3. Solar for All Competition
The
$7 billion Solar for All competition will provide up to 60 grants to states, Tribal governments, municipalities, and nonprofits to expand the number of low-income and disadvantaged communities that are primed for investment in residential and community solar— enabling millions of families to access affordable, resilient, and clean solar energy. EPA intends to implement this competition structure to maximize impact toward the three GGRF program objectives. Details of the competition are provided below.
