Former Use

Manufacturing facility for Danskin of active wear, specifically dance wear - tights, tutus, leotards, etc.

Land Use

Currently it is a partially demolished manufacturing site, one big pile of rubble and contaminants. It is surrounded by the most populated elementary school in the city, on the west side, manufacturing on the north side, and residential all around from east to south to west.

Infrastructure

It is located in the city limits on a public streets, close to route 30 and I-83, and full access to all utilities. Rail lines are within 200 ft of property.

We are working on getting a Phase 2 started.

Contaminants

There are tanks and barrels of chemicals....we do not know the extent of any of it at this time.

Cleanup Program

Yes

We have approval from the Industrial Sites Reuse Program (ISRP) through DCED to apply for clean up funding. DCED has been down to tour many times and on board with helping us look for various funding options.

Mainly housing, but there will be a 30,000 commercial/office building that would house the Community Progress Council (CPC) which offers programing in education and housing assistance to low income families. They are in need of more office space and are maxed out at their current location.

Challenges

Financing; Assessment and Cleanup of property

The community around this site wants it cleaned up, desperately, our developer is 100% board with a project, the only sticking point is the clean up. It is estimated at $1million to $2million to get it cleaned up.

I think we are open to lots of ideas, and being creative. As a quasi-governmental entity, the RDA can be a conduit for funds, but do not have our own to put towards it, and really cannot take on debt service without a clear way to repay it. Also historical tax credits are not an option, this site would not qualify.
