9:00 - 9:30 amWelcoming Remarks & Introduction

The CDFA Illinois Financing Roundtable exists to spread knowledge of best practices within the state’s development finance industry. To kick off the conference, CDFA and our partners will deliver welcoming remarks.

Speakers:

Katie Kramer
Vice President
Council of Development Finance Agencies

9:30 - 10:15 amThe Latest in Illinois Public-Private Partnership Deals

As budgets are stretched and new rules are created, it can be difficult to pull together funding for necessary infrastructure improvements and community facilities. Join industry experts from around the state as they present case students and explore proven approaches for implementing a successful P3 project.

10:15 - 11:00 amThe Impact of Tax Increment Financing on Illinois Communities

One of the most popular topics at the Illinois Financing Roundtable is how tax increment financing is used to finance projects across the state. We'll feature that topic again this year, but with a twist. This session will explore the broader implications of TIF and consider how this tool can be used in Illinois communities to combat population decline, support disinvested communities, and create social impact through job creation and economic development.

11:00 - 11:15 amNetworking Break

11:15 am - 12:00 pmFinancing Solutions for the Illinois Housing Market

The changes and trends in the affordable housing industry have a large impact on Illinois communities. Continuing to provide an adequate number of homes affordable to low and moderate income households is increasingly difficult. Luckily, there are a number of financing strategies for these developments. This session will discuss the latest in the Illinois housing market, and how agencies are responding to low income housing tax credit market changes.

12:00 - 1:15 pmUtilizing a Diverse Capital Stack

Combining multiple incentives successfully requires attention to detail and often some creative structuring. Identifying program requirements and balancing the applicable incentives are steps that must be established early on for any potential project. This session will explore projects in Illinois that have successfully navigated these programs and applied creative capital stacks.

1:15 - 1:30 pmNetworking Break

1:30 - 2:30 pmState Programs and Legislative Update

Industry experts from around the state will discuss the latest development finance legislation and their potential effects on the economic development industry. This session will feature a panel discussion on the fate of various proposals and the latest from Springfield and Washington, DC.
