Isaiah Horne

New Markets Tax Credit Program

Isaiah specializes in community development finance – particularly in structuring and closing deals, and providing ongoing asset management for our New Markets Tax Credit (NMTC) practice. He leads the portfolio management of SB Friedman’s Community Development Entity clients and provides key services during the NMTC financial closing process. Isaiah has worked with numerous community-focused organizations on successful real estate and working capital projects across a diverse geography. Prior to joining SB Friedman, Isaiah focused on the analysis and lifecycle management of various derivative and fixed-income products while working as an investment analyst. Isaiah graduated with Honors and Highest Distinction from Indiana University-Indianapolis. He holds a Bachelor of Arts in Economics and a minor in Africana Studies. As a part of the university’s Olaniyan Scholars Program, he completed undergraduate research on barriers to entry for minority entrepreneurs with a focus on professional service, retail and construction firms.


Amy Laughlin

Senior Director of New Markets Tax Credits

Amy Laughlin joined Raza Development Fund in 2023 as Senior Director of New Markets Tax Credits. In this role, she is responsible for setting the strategic direction for the NMTC program, identifying and investing in mission-aligned projects, leading the annual application, and ensuring the performance of Raza’s NMTC portfolio.

Amy brings more than 15 years of experience in community development finance. Most recently, she served as Vice President of Structured Products and Capital Markets for the Low Income Investment Fund (LIIF). In this role, she was responsible for the raising and management of LIIF’s structured capital sources, including the CDFI Fund federal programs - New Markets Tax Credits (NMTC), Bond Guaranty Program (BGP) and Capital Magnet Fund (CMF); setting national charter school strategy and overseeing the Department of Education grant funds; and leading LIIF’s National Lending Initiatives, which involved the raising, structuring and management of a portfolio of community development debt funds that utilize public and private sources of capital for investment in low-income communities.

While at LIIF, Amy also served as Director of New Markets Tax Credits in which she raised and deployed over $325 million in QEIs and provided valuable oversight in ensuring the compliance and performance of LIIF’s >$500 million in NMTC awards. Amy started her CDFI career as a Loan Officer for LIIF’s Western Region, focusing on charter school and community facilities lending, and as an Underwriter at Capital Impact Partners.

Ms. Laughlin has a BA from Duke University and received an MBA from the Yale School of Management.
