CDFA's Bipartisan Modernizing Agricultural and Manufacturing Bonds Act Introduced in U.S. Senate
The Council of Development Finance Agencies (CDFA) is pleased to announce that Senators Brown (D-OH) and Ernst (R-IA) have introduced the Modernizing Agricultural and Manufacturing Bonds Act (MAMBA) in the U.S. Senate as S. 2723. MAMBA would modernize the Internal Revenue Code (IRC) as it relates to small issue bonds, specifically the private activity bond rules for manufacturing bonds and first-time farmers by making six key changes to the tax code.

Connecticut Retirement Community Made Possible with C-PACE and Tax Credits
The Meadow Ridge retirement community in Redding, CT has signed an agreement with Verogy to build a 732 kW solar installation. When complete, the project will supply Meadow Ridge with more than 850,000 kWh. The project is made possible with a commercial property-assessed clean energy loan from the Connecticut Green Bank, zero-emission renewable energy credits through Eversource, and investment tax credits.

Iowa Initiatives Make Farming More Accessible for Underserved Producers
The U.S. Department of Agriculture (USDA) selected 50 projects for the Increasing Land, Capital, and Market Access Program. Funded by the Inflation Reduction Act, the program will distribute around $300 million to projects that work with underserved producers and landowners on items like farm ownership opportunities, land succession, and agricultural business planning. Two initiatives led by Iowa organizations are slated to receive a collective $4.3 million to improve land and capital accessibility in the state.

Puerto Rico to Receive $158M for Broadband and Community Facility Projects
The U.S. Department of the Treasury announced the approval of $158 million in federal funds for broadband infrastructure and multi-purpose community facility projects in Puerto Rico under the American Rescue Plan's Capital Projects Fund. The announcement includes two funding plans: $85.7 million for broadband infrastructure, and $64.7 million for multi-purpose community technology centers which will bring connectivity to Puerto Rico communities for years to come.

Lendistry Administers Grants to Agricultural Businesses Affected by Drought and Flood
Lendistry has been selected to administer the California Small Agricultural Business Drought and Flood Relief Grant Program. The program will include separate application groups for agricultural businesses affected by drought and flood, respectively. Grant amounts will range from $20,000 to $100,000 and will be determined by the degree of profit loss the business has experienced.

Alabama to Provide Small Business Grants and Loans with $100M in SSBCI Funds
Alabama small businesses, particularly those in historically underserved communities, will soon have the opportunity to apply for a piece of a $100 million pie, with Innovate Alabama gearing up to dole out $97.9 million in expected federal money. A public-private economic development organization, Innovate Alabama is responsible for allocating funds from the State Small Business Credit Initiative (SSBCI), a federal program reauthorized under the American Rescue Plan Act.
