OH General Assembly Hears HB 289 and 358 on JEDDs and JEDZs
Sponsored by Rep. Kirk Schuring of Canton, the bill would require written consent of each property owner and lessee in territory proposed to be included within a JEDD or JEDZ. The bill also includes a contiguity requirement for territory within a newly created JEDD or JEDZ, ensuring that the involved municipalities and townships are invested in area development.
WRPA Seeks EDA Designation for 7-County Region
The Western Reserve Port Authority is applying for one of 12 "Investing in Manufacturing Communities Partnership" designations to be awarded by the U.S. Economic Development Administration. The designation is being sought on behalf of a region comprised of Mahoning, Trumbull, Columbiana and Ashtabula counties in Ohio and Mercer, Lawrence and Beaver counties in Pennsylvania.
Revolving Loan Fund Aims to Attract Business in Uptown Cincy
Leaders in Uptown are looking for a way to further help and encourage small businesses to set up shop in the region's second largest employment center. The hope is that a new revolving loan fund will help make the business climate better for those small businesses that often have trouble with upfront capital.
Ohio AG Outlines County Authority to Convey Real Property: "No"
The Attorney General's opinion advises that a board of county commissioners has no general authority to transfer real property to an office of economic development.
Bill Would Limit Out of State Borrowing
The Ohio General Assembly is considering a proposal to limit the ability of other states and their local governments to directly finance economic development projects in Ohio. Under S.B. 134, governments outside Ohio would need to seek the approval of an Ohio local government before providing financing for an Ohio project.
