Bob Isaacson Appointed CDFA Chair to Replace Retiring Maureen Hassett
CDFA is proud to announce that Bob Isaacson, Executive Director of the Minnesota Department of Employment and Economic Development has been appointed as the new Chair of the CDFA Board of Directors. Bob replaces Maureen Hassett from the New Jersey Office of the Treasurer who has retired from public service. Bob has been a member of the CDFA Board of Directors since 2017 and has quickly risen through the leadership ranks. Prior to his appointment as Chair, Bob served as Vice-Chair and Secretary. Bob was officially appointed on July 16, 2019 per the unanimous approval of the full Board. CDFA would like to congratulate Bob on his appointment. In addition, CDFA thanks Maureen for her steadfast commitment to the organization. Maureen joined the Board in 2012 and her contribution and dedication to CDFA has been paramount to the Council's success over the past several years. She will be missed and CDFA thanks her for her support and encouragement throughout these many years.

Why Municipal Revenue Over General Obligation Bonds
When investing within the large, diverse municipal bond market with $4.0 trillion of municipal debt outstanding and over 50,000 issuers, investors must generally choose between two broad categories of bonds: revenue and general obligation (GO). Both represent high-quality investments; however, there are several reasons why BNY Mellon favors revenue over GO bonds.

Cook County, IL TIFs Generate $1.2B
Cook County tax increment financing districts will bring in a record $1.2 billion for the 2018 tax year. A reassessment contributed to a 12.5% bump in the equalized assessed value of Chicago properties. The reassessment is largely the reason the city's 138 TIF districts generated about $841 million in tax revenue, an $181 million increase from last year.

NFL Linebacker Derrick Morgan Retires to Start an Opportunity Zone Fund
This move has been a while in the making. Morgan completed an executive M.B.A. program in 2016. He's been investing since 2012, from flipping homes to purchasing multifamily apartments and commercial properties. He also developed new construction and renovation projects with FEMA. Before announcing this latest OZ fund, Morgan launched the KNGDM Impact Fund to raise $50 million for real estate and businesses within OZs.

PA Invests $136M in Water Infrastructure
Pennsylvania has announced the investment of $136 million for water infrastructure improvements. The funding, provided by the Pennsylvania Infrastructure Investment Authority, will go to 17 projects in counties throughout the state for drinking water, wastewater, stormwater, and other improvements.

Bay Area Rapid Transit Issues $674M in Green Bonds
San Francisco's Bay Area Rapid Transit (BART) is issuing $674 million total in General Obligation Green bonds through negotiated sale. Most of the proceeds are being used to finance improvements to BART facilities.

Offshore Wind Tax Credits Could Be Included in a Fall Tax Extenders Package
Two bills recently introduced in the U.S. Senate — one of them on a bipartisan basis — would extend the 30 percent investment tax credit (ITC) for offshore wind projects for another six to eight years, giving the nascent industry more time to get on its feet. The prolongation could be included in a tax extenders package likely to come up for a vote this fall.
