MassDevelopment Issues $151M in Bond Financing for Affordable Housing Projects
MassDevelopment, Massachusetts' state development finance agency and land bank, has issued $151.7 million in tax-exempt bonds to public housing authorities in the Boston suburbs of Brookline, Cambridge, Framingham, and Medford. The proceeds will be used to renovate and preserve 368 units of housing for families, seniors, individuals living with disabilities, and people experiencing homelessness.

Howard University Announces Initial Closing of $500M Housing Deal
Howard University has closed on a $316 million tax-exempt bond transaction that enhances the student experience, addresses critical housing facility needs, and assures student residential environments commensurate with top-ranked higher education institutions.

Tax Increment Financing Will Draw Investments for South Madison, WI
The city of Madison approved the plan for a Tax Increment Financing (TIF) district in the South Madison area. The TIF district, called TID 51, is estimated to provide a total of $115 million in financial support, with $99 million of the funding to be allocated for the development of South Madison.

IRS Proposes Regulations for Energy Community Bonus Tax Credit
The U.S. Treasury Department and Internal Revenue Service (IRS) released guidance that provides detailed information about the bonus under the Inflation Reduction Act for clean energy projects and facilities located in communities that have driven and historically been at the forefront of energy production. Developers can receive a bonus of up to 10 percentage points on top of the Investment Tax Credit (ITC) and an increase of 10 percent for the Production Tax Credit (PTC).

USDA Announces Availability of $1B in Cost-Share Grants for Rural Renewable Energy
U.S. Department of Agriculture (USDA) Rural Development Ohio State Director Jonathan McCracken announced that USDA is accepting applications for $1 billion in grants to help agricultural producers and rural small businesses invest in renewable energy systems and make energy-efficiency improvements.

Bipartisan Infrastructure Law Allows for More Transportation Infrastructure P3s
The $1.2 trillion Infrastructure Investment and Jobs Act (IIJA) is poised to change how the U.S. views and implements public-private partnerships (P3s). At a high level, it encourages public entities to consider P3s and incentivizes private entities to engage in the P3 market by dismantling roadblocks — including removing government red tape, increasing the availability of federal funding, and delivering much-needed technical expertise and guidance to successfully execute P3s.

$24M Investment for Clean Water Infrastructure Announced for EPA Region 8 States
The U.S. Environmental Protection Agency (EPA) has announced more than $24 million from the 2023 Consolidated Appropriations Act for states, Tribes, and territories through this year's Clean Water State Revolving Funds (CWSRF) in the states of Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. The funding will help communities upgrade essential wastewater and stormwater systems to protect public health and treasured water bodies across the nation.
