Texas Launches Capital Access and Loan Guarantee Programs with SSBCI Funds
Texas announced the opening of the Texas Small Business Credit Initiative (TSBCI) and will administer two programs: a Capital Access Program and a Loan Guarantee Program. Both are open to enroll new loans made to eligible new and existing Texas businesses with 499 or fewer employees. From October 9 through December 9, 2023, the TSBCI web portal will open to accept applications from financial institutions interested in participating in the program.

North Carolina Commission Approves Nearly $2B of Local Bonds
The North Carolina Local Government Commission has approved almost $2 billion in bond and local financing requests from municipalities across the state. The North Carolina Housing Finance Agency (NCHFA) received approval to issue $750 million of revenue bonds to increase the supply of affordable housing. The bond proceeds will be used to continue NCHFA's homeownership program for families of low- and moderate-income for 2023 and 2024.

U.S. HUD Awards $26M Community Development Block Grant to St. Louis, MO
The City of St. Louis Community Development Administration (CDA) announced its spending priorities for over $26 million in federal Community Development Block Grant (CDBG) funds to support St. Louis social services, create affordable housing options, and improve infrastructure across St. Louis.

California Governor Newsom Signs AltaSea-Sponsored Wave Energy Legislation into Law
California Governor Gavin Newsom signed SB 605 into law, marking a significant step forward in bringing a new renewable energy resource to the state and further solidifying California's commitment to a sustainable and clean energy future. The legislation calls for an extensive study and assessment of wave and tidal energy potential off California's 840-mile coastline. The bill was unanimously passed in both the California State Senate and Assembly.

Mascoma Community Development Wins Sixth NMTC Allocation for $50M
Mascoma Community Development (MCD) won an award of $50 million in New Markets Tax Credit (NMTC) authority, allowing MCD to direct capital toward underserved communities through financing high-impact, mission-focused projects nationwide with a primary focus on New Hampshire, Vermont, Maine, New York, and Massachusetts.

Massachusetts Governor Signs Budget Bill Increasing Annual State LIHTC Cap to $60M
Massachusetts Gov. Maura Healey signed budget legislation into law that increases the annual cap for the state low-income housing tax credit (LIHTC) from $40 million to $60 million. The $1 billion state budget bill includes several tax cuts. The Massachusetts state LIHTC is authorized through Jan. 1, 2025, and has a maximum per-development cap of $5 million for a new assisted living project and $10 million for all others.

Worcester, MA Officials Say Ballpark Bond Investment Will Pay Off, Eventually
Officials in Worcester, Massachusetts, say the city's new Triple-A ballpark's tax district will soon produce enough revenue to cover debt service on bonds sold for its construction. The $160 million stadium was developed along with the surrounding downtown area by a public-private partnership and largely financed by municipal bonds issued by Worcester.
