Calling All OH Economic Developers: Large TIFs May be Eligible for a One-Time Extension Opportunity
In the fall of 2019, the Ohio General Assembly significantly changed state law governing tax increment financing (TIF) exemptions. For certain TIF projects, local communities can extend the exemptions – and, therefore, continue to redirect property tax millage to necessary public infrastructure improvements – up to 30 additional years.
Cincinnati, OH Schools Work With City Council on New TIF Reimbursement
The new deal would replace one that began two decades ago that brought a $5 million annual payment to CPS from the city plus a percentage of funds exempt from property taxes through incentives. The city can use tax incentives to draw development to certain areas, but those incentives also draw tax revenue away from schools, potentially hurting the district, according to CPS leaders.
Tarrant County, TX Issues $193 Million in Hospital Revenue Bonds
The Tarrant County Cultural Education Facilities Finance Corporation is expected to issue $193 million in Hospital Revenue Bonds this week. The negotiated sale is scheduled for February 6th with J.P. Morgan as the lead manager. Proceeds from the sale of the Bonds will be used to refund Series 2010 Bonds and to finance and reimburse the costs of constructing a new capital project.
Muni Bond Surge Propped Up Global Green Issuance in January
American cities borrowing to fund environmentally-friendly projects were a key driver of green bond issuance in January. Green muni bond sales -- including deals from San Francisco's Public Utilities Commission, New York City's Metropolitan Transportation Authority and Maine's Governmental Facilities Authority -- jumped to about $3.4 billion from about $500 million in the first month of 2019.

Elkhart County, IN Uses TIF for Fiber Service
The Elkhart County commissioners approved allocating money into a fund for managing the fiber-optic network. The county administrator sought to transfer $1.97 million from the Economic Development Income Tax fund into the new so-called "fiber fund." In another fiber-related move, the commissioners approved funding for a connection project in the northeast area of the county.
Developer Secures $18M in Low-Interest Loan for Brownfield
The developer who wants to turn a vacant lot between Mt. Pleasant's city hall and Mountain Town Station into a mixed-use building has secured a low-interest loan for the project. Michigan Community Capital was awarded the $18 million loan from the Michigan Economic Development Corp. on Tuesday, MCC announced on its website.

Puerto Rico to Get Disaster Aid Coordinator, More Federal Aid
Puerto Rico's economy could soon be bolstered as it claws its way out of bankruptcy with a speedup in the disbursement of federal aid as a result of the appointment of Coast Guard Rear Adm. Peter J. Brown as the island's federal disaster aid coordinator. In addition, the House is scheduled to vote Friday on a new round of $4.67 billion in disaster aid to deal with the aftermath of recent earthquakes.
