New Bill Could Kill PACE Financing If Approved, Industry Warns
Last week Senator Tom Cotton, a Republican from Arkansas, introduced the Protecting Americans From Credit Exploitation (PACE) Act, which requires PACE issuers to follow the same regulations and disclosures as banks and mortgage lenders. It would do so by subjecting PACE financing to the Truth in Lending Act that requires certain disclosures for mortgages.
CT Looks to Boost State Historic Tax Credit Annual Cap
For more than a decade, Connecticut has had a state historic tax credit (HTC) administered by the Connecticut Office of Culture and Tourism (CCT). The program now has a project cap of $4.5 million and the program cap was more than doubled to $31.7 million per fiscal year.
Report: Start-Up NY Tax Incentive Program Brought in 757 New Jobs in 2016
The Start-Up NY program, which designates tax-free zones for businesses near state universities, created 757 new jobs last year, compared to the 332 jobs it helped create in 2015. In 2014 — the program's first year — around 75 new jobs were created. Around 200 companies throughout New York state are now involved in the program.

St. Louis Takes Aim at NFL, Rams over Team Move
St. Louis, St. Louis County and the public agency that owns the Edward Jones Dome is seeking compensation from the NFL over the city's loss of the Rams franchise last year. The lawsuit alleges that the team violated league policy to "operate in a manner that maximizes fan support in their current home community."
NABL Takes Complaints about SEC Disclosure Rule Proposal to OMB
NABL urges OMB to force SEC to be more realistic in estimating burdens for disclosure proposals. One reason for the taking matters up with the OMB is President Trump's executive order from January aimed at reducing regulation and controlling regulatory costs that is binding on OMB and is expected to be a guidepost for independent agencies like the SEC.
