Treasury SSBCI Capital Program Reporting Guidance
This Capital Program Reporting Guidance details the reporting and document retention requirements for jurisdictions that receive SSBCI funding. Treasury will create an online portal that participating jurisdictions must use to submit reporting data. Treasury will provide more information about the submission format in the coming months. This guidance may be updated periodically.

Treasury Announces First SSBCI Awards to Support Underserved Entrepreneurs
The U.S. Department of the Treasury announced the first group of plans approved under the new round of the State Small Business Credit Initiative (SSBCI). The American Rescue Plan reauthorized and expanded SSBCI, which was originally established in 2010 and was highly successful in increasing access to capital for traditionally underserved small businesses and entrepreneurs.

Feinstein, Kelly, Sinema Introduce Bill to Increase, Modernize Water Supply
Senators Dianne Feinstein (D-Calif.), Mark Kelly (D-Ariz.) and Kyrsten Sinema (D-Ariz.) yesterday introduced S.4231, the Support to Rehydrate the Environment, Agriculture and Municipalities Act or STREAM Act, a bill that would increase water supply and modernize water infrastructure in California and throughout the West.

House Democrats Push for State and Local Taxes Relief in Appropriations Bill
Five House Democrats are still fighting for relief on the $10,000 limit on the federal deduction for state and local taxes, known as SALT. The lawmakers are urging colleagues to block IRS funds for enforcing state-level SALT cap workarounds via the fiscal 2023 appropriations bill.

Topeka, Kansas Addresses Rural, Agricultural Issues
Kansas state senators and representatives have been busy passing bills that will affect the lives of rural residents and Kansas farmers. Kansas Governor Laura Kelly signed some into law, including eliminating the state sales tax on groceries, allowing on-farm retail sale of milk or milk products, and establishing the Rural Housing Revolving Loan Program.

Treasury Silent as Bond, Housing Advocates Search for Clues on New Tax Policy
A drumbeat of criticism is building over a proposed global tax regime that may hurt demand for tax-exempt debt and other U.S. tax credits. What's not clear is whether Treasury is hearing it. At issue is an implementation of the Organisation for Economic Cooperation and Development's new minimum global corporate tax rate of 15%, a deal agreed to last year by 136 countries.

North Carolina Approves Bonds for Charlotte, Asheville Airports
The North Carolina Local Government Commission approved more than $1.5 billion in financing for local government projects across the state, including about $900 million for infrastructure improvements at the Charlotte and Asheville airports. The commission approved the city of Charlotte's request to issue up to $425 million in revenue bonds for the Charlotte Douglas International Airport.

USDA Announces Framework for Shoring Up the Food Supply Chain
The U.S. Department of Agriculture announced details of a framework to transform the food system to benefit consumers, producers and rural communities by providing more options, increasing access, and creating new, more, and better markets for small and mid-size producers. The package includes new aid to support food supply chain infrastructure outside meat processing, regional food business centers, a new organic transition initiative, and urban agriculture.

Millions Slated for Cleaning Connecticut's Contaminated Sites
The federal government said that it will invest nearly $7 million to clean up and redevelop contaminated properties across the state. The EPA said the Naugatuck Valley Council of Governments will get nearly $4 million to help clean up these sites. New London, New Haven, Stratford, Vernon, Waterbury and West Haven will also get money to help clean up everything from a school to an old button factory.

Biden Administration Announces $32M to Advance Climate-Smart Mass Timber Construction, Expand Wood Markets
Agriculture Secretary Tom Vilsack announced more than $32 million to fund 2022 wood innovations and community wood grants. Bolstered by $12 million from President Biden's Bipartisan Infrastructure Law, these grants aim to expand the use of wood products, strengthen emerging wood markets, and support active management to improve forest health and resilience.

WHEDA Awards $23.3M in Housing Credits for Wisconsin
Twenty-three affordable housing developments are moving forward with the support of $23.3 million in state and federal housing tax credits awarded by the Wisconsin Housing and Economic Development Authority. The projects are in 20 communities across the state and will provide more than 1,400 housing units.

The U.S. Department of Energy is seeking public input on the structure of the $2.5 billion Transmission Facilitation Program (TFP), which President Biden's Bipartisan Infrastructure Law created to help build out critical new transmission lines across the country.

USDA Accepts Two Million Acres in Offers Through Conservation Reserve Program
The U.S. Department of Agriculture (USDA) is accepting more than 2 million acres in offers from agricultural producers and landowners through the Conservation Reserve Program (CRP). This incentive provides a 3%, 5% or 10% incentive payment based on the predominant vegetation type for the practices enrolled – from grasses to trees to wetland restoration.
