House Bill to Expand Tax Credit Program Would Target Rural Areas
Reps. Jason Smith, a Missouri Republican, and Terri Sewell, an Alabama Democrat, in late July introduced legislation dubbed the Rural Jobs Zones Act. Their bill would provide $500 million annually in 2018 and 2019 in additional New Markets Tax Credit authority, specifically aimed at rural areas.

CDFI Fund Releases Application Demand for 2018 Round of NMTC Program
The CDEs that applied under the 2018 round are headquartered in 43 states, the District of Columbia, and Puerto Rico. These applicants requested an aggregate total of $14.8 billion in NMTC allocation authority, over four times the $3.5 billion in authority available for the 2018 round.

CA to Implement a Green Bonds Strategy
California's treasurer has signed on to a document committing to fight climate change through a strategy using green financing. Green bonds may be sold by governments, as well as by private entities, to finance projects that have positive environmental or climate attributes. The projects can range from clean transportation to renewable energy.

Cape Girardeau, MO Approves TIF for Theater Redevelopment
The Cape Girardeau City Council selected a design-build team to improve Capaha Field and approved tax-increment financing to aid in redevelopment of the vacant Esquire Theater .Proposed improvements include perimeter fencing, new sports lighting and an "upgraded fan experience."

Denver, CO Break Ground on $1.2B Interstate 70 Widening Project
Nearly 10 miles of Interstate 70 through northeast Denver, CO will be widened as part of the four year project. The project is the basis for a public-private partnership deal with Kiewit-Meridiam Partners that is expected to cost the Colorado Department of Transportation $2.2 billion over more than 30 years.

CDFA Provides Financing Strategies for Mixed-Use Waterfront Project in Duluth
The Council of Development Finance Agencies (CDFA) is pleased to release the Roadmap to Redevelopment report prepared for the City of Duluth following a Brownfield Project Response Team site visit in May of this year. The report provides financing strategies for the waterfront property known as Lot D.

The Kresge Foundation Makes $3M Investment in Loan Program in Saint Paul, MN
The Kresge Foundation made a $3 million program-related investment into the Port Authority's Trillion BTU and MinnPACE loan programs. Funds are restricted to commercial projects in low-income neighborhoods, with preference given to women and minority owned businesses and nonprofit organizations. Funds are available for the next 18 months.

TX Awards $76.6M in Low-Income Housing Tax Credit
The Texas Department of Housing and Community Affairs has awarded $76.6 million in LIHTC allocations to 72 affordable housing developments across the state. The 2018 credits reflect the four-year 12.5% increase to the per capita LIHTC allocation that was part of the omnibus spending bill earlier this year.

USDA Making $4B Available for Rural Water Infrastructure
The U.S. Department of Agriculture has announced that $4 billion of grants and low-cost loans are available for the improvement or development of rural water infrastructure. Rural communities and water districts can apply online for the funding assistance to maintain, modernize or build water and wastewater programs.

Why Pending Bill in Michigan Senate is Controversial
Municipal bond market players in Michigan are at odds over a bill pending in the state Senate that would require localities to sell issuances over $500,000 on a competitive or public basis to the underwriter offering the lowest interest cost. The municipalities also would have to publish a notice of sale at least seven days before the sale.
