CDFA & U.S. EDA Announce RLF Partnership Program
The Council of Development Finance Agencies (CDFA) is proud to announce an official partnership with the U.S. Economic Development Administration (EDA). This partnership will help to build upon the decades long success of the EDA Revolving Loan Fund Program and will bring technical assistance, best practices and collaboration to the entire RLF network nationwide.
Tax Reform's Cost to Municipal Issuers
With the passage of the Tax Cuts and Jobs Act, issuers of tax-exempt debt no longer have the authority to advance refund bonds with tax exempt debt after December 31, 2017. The new law amends Section 149(d) of the U.S. tax code.
Lincoln County, NM Considers IRBs for Wind Projects
Lincoln County, NM commissioners are considering issuing industrial revenue bonds for one or more of the companies pursuing development of wind farms in northern areas of the county.

Maryland Department of Legislative Services released two draft reports recommending the Biotechnology Investment Incentive Tax Credit be eliminated, but supporters within and outside the state disagree. Seattle Pledges $100M on Affordable Housing
The funds will go to an array of local nonprofit housing developers and homeless services providers who will construct 896 units in nine new buildings, preserve 535 units in four buildings and construct 25 new homes for low- to moderate-income families.
DEED Awards $4.3M for MN Transportation Infrastructure
The Minnesota Department of Employment and Economic Development (DEED) awarded grants totaling nearly $4.3 million for four transportation infrastructure projects that will encourage economic growth.
Cincinnati Buildings Receive $800K in State HTC
The former Engine Company 22 firehouse in Over-the-Rhine has been assigned new duties with the aid of $250,000 in historic tax credits from the Ohio Development Services Agency. The firehouse was one of four projects in Greater Cincinnati that were awarded Ohio Historic Preservation Tax Credits from the state.
EB-5 Visa Usage Statistics
IIUSA has found that since FY2008, a total of 66,270 EB-5 visas have been used in exchange for more than $20 billion in capital investment. Despite the fact that over 33,000 EB-5 visas remained unused in the last decade, the EB-5 Program has proven to be a powerful economic development engine.

CDFA Seeking RLF Training Course Advisor
Through a cooperative agreement with the U.S. Economic Development Administration, CDFA will conduct six revolving loan fund finance training courses between January 1, 2018 and December 31, 2019. These courses will be largely based on the already established curriculum for CDFA's Intro Revolving Loan Fund Finance Course. As such, CDFA will employ a contract course advisor to proctor, moderate and facilitate each course. CDFA desires the same course advisor for all six training courses. Three courses will be held in 2018 and three in 2019. Proposals must be received by January 8, 2018 at 5pm (Eastern).
