Bill Introduced in Senate to Require QOF Reporting, Change Designation of Some OZs
The proposal requires information reporting from both Opportunity Funds and their investors. QOFs are required to report identifying information, amount and composition of assets, names and taxpayer identification numbers of investors, the amounts and dates of investments, which zones QOFs have invested in, and a variety of identifying information about the type of investments made.

Petros PACE Finance Provides $8M C-PACE for Hotel in Kansas City, MO
Petros PACE Finance LLC has provided an $8 million Commercial Property Assessed Clean Energy (C-PACE) loan on behalf of Pedersen Development Co. to finance energy-efficiency measures in the construction of a 13-story Hyatt House hotel in downtown Kansas City.

Native American Bank Launches Denver, CO Branch & Expands Community Lending
Denver-based Native American Bank, the only national community development bank owned by 31 Tribes, Tribal Corporations, and Alaska Native Corporations, opened its first Colorado branch on Oct. 24 as it launches a major retail expansion and broadens its resources for underserved communities across the West.

The $50M Cambria Hotel in Detroit, MI Breaks Ground using PACE, TIF, Opportunity Fund
At the western edge of downtown, construction has officially begun on Detroit's latest luxury hotel. Financing was compiled from a variety of sources, including $6.8 million in energy-efficiency PACE loans—the largest so far supplied in the state—$8.4 million in Brownfield Tax credits, Opportunity Zone financing, loans from TCF Bank and Invest Detroit, as well as investor equity.

EPA Grant of $445,000 Will Fund Brownfields Programs in LA
The U.S. Environmental Protection Agency (EPA) recently announced a grant to the Louisiana Department of Environmental Quality (LDEQ) to support land restoration projects through the state's brownfields program. The $445,000 award will fund several aspects of the program, which works to restore abandoned properties to benefit communities.

First Brownfield Solar Project in MI Shows Promise
The solar project at the site in Cadillac triggered $1 million in state grants and loans through Michigan's brownfield redevelopment program. The city will pay off the loan portion through increased property tax revenue from future development on the site. Consumers Energy plans to spend $700,000 to build the solar project, which was matched by a $700,000 state cleanup grant.

IRS Opportunity Zone Form Doesn't Quell Transparency Concerns
A new draft tax form for investors taking advantage of opportunity zone incentives affirms the need for Congress to bolster reporting requirements for the perks, according to those advising on and studying them. The IRS released proposed Form 8996, but the form doesn't require more granular information, like job creation and poverty alleviation data requested by numerous organizations.

Senate Passes Transportation-HUD Appropriations Bill
A fiscal 2020 appropriations bill to fund the Transportation Department was one of four to pass the Senate as part of a minibus, an event that appropriators said they hope can kick-start conference talks ahead of a Nov. 21 deadline. Included in the passed Transportation-HUD bill was an amendment that would head off an automatic 12 percent cut to transit agencies.

New Bill for OH Brownfield Redevelopment
The nonpartisan Greater Ohio Policy Center partnered with environmental professionals, legal experts, and other redevelopment organizations to craft and promote a new brownfield regulatory bill. House Bill 168 breezed through the Ohio House of Representatives on a unanimous vote. Advocates believe it will be approved by the Senate and signed into law before the end of 2019.

Munis to See Biggest Issuance Week of the Year with $12.9B
After a whopping $52 billion of new issuance in October, the new paper will continue to flood the market during the busiest week of the year. The muni market is expected to see $12.92 billion of new deals for the week of Nov. 4, almost double the revised total of $6.58 billion in the past week. The calendar consists of $10.43 billion of negotiated deals and $2.49 billion of competitive sales.

New York, NY Reports Issuing $6.2B of Bonds in Fiscal 2019
New York City and its Transitional Finance Authority issued $6.18 billion of long-term bonds to finance capital needs in fiscal 2019, according to the comprehensive annual financial report that Comptroller Scott Stringer released.
