EDA Announces American Rescue Plan Programs
U.S. Secretary of Commerce Gina M. Raimondo announced that the Department of Commerce's Economic Development Administration (EDA) will implement a series of programs, collectively called Investing in America's Communities, to equitably invest the $3 billion it received from President Biden's American Rescue Plan Act to help communities across the country build back better.

Legislators and Governors Battle Over Who Spends the Rescue Act Money
Most news reports about the $350 billion of American Rescue Plan Act money that is going to states and localities focus on the question of how to spend the money. But while that's a vital question, there's another pivotal area of debate: Who is going to spend the money? In a growing number of states, the legislatures and the governors have been at odds over who has the authority to make those critical decisions.

Multifamily Private Activity Bond Issuance Reached Record High of $16.4B in 2019: CDFA Study
CDFA reports that in 2019 housing finance agencies issued a record $16.4 billion in multifamily private activity bonds (PABs), a $1.69 billion or 11.5% increase from 2018. Furthermore, $9.48 in single-family mortgage revenue bonds were issued, a $2.12 billion or 22.4% gain from 2018.

Low-Income Lending Rules Set for Broad Overhaul
Top U.S. banking regulators on Tuesday said they would work jointly to modernize rules governing how banks lend hundreds of billions of dollars annually in lower-income communities. Officials also said they would move to scrap a Trump-era overhaul of the rules that had divided regulators and industry officials.

The Link Between Opportunity Zones and Home Prices
With roughly half of qualified opportunity funds focused on real estate projects and development, a significant group has chased real estate. On the commercial property side (including apartments, offices, industrial, and retail), transactions carried a 14% to 20% price premium by capitalizing on tax benefits. While it is harder to quantify the impact of OZ's on single-family home prices, they produced an extra 2.2% per year in neighborhood home price appreciation.

A Look Into Denver, CO's $400M Bond Proposal
Denver voters may soon choose whether to let the city take out a $400 million bond to fund numerous infrastructure projects as part of a long-term COVID-19 recovery plan. The city announced the proposed general obligation (GO) bond in April and the Denver City Council is set to begin voting on the proposal later this month. If approved by the council and the mayor, voters will see the bond on the ballot in November.

Senate Procedural Vote on Bipartisan Infrastructure Bill Fails After GOP Opposition
A procedural vote to advance the $579 billion bipartisan infrastructure framework failed in the Senate after Republicans unsuccessfully pushed to delay the vote to allow negotiators to finalize the details of the plan. GOP senators blocked the measure from moving forward in the evenly-divided Senate, declining to provide the 10 votes Democrats needed to begin debate on the infrastructure package.

Waters, Colleagues Introduce Three Bills to Invest Billions in Housing
Rep. Maxine Waters, D-California, and several colleagues in the House of Representatives introduced three bills that would represent a historic investment in housing, urging that the legislation be included in a budget reconciliation bill that may be considered by Congress. These bills are the Housing is Infrastructure Act of 2021, the Ending Homelessness Act of 2021, and the Downpayment Toward Equity Act of 2021.

House Committee Approves $43B Rural Broadband Bill
The House Agriculture Committee approved a bill to provide $43 billion over eight years to bring broadband service to hundreds of thousands of families and businesses that lack access now. Chairman David Scott said Democratic leaders were "looking to move this in an expeditious way to the Senate."
