A Drive for More PACE Oversight in California
California officials are working to improve the regulatory apparatus of PACE programs around the state. CAEATFA officials have proposed additional program regulations, while Sen. Skinner has introduced SB 242 which would codify the DOE PACE Best Practices recommendations.
CA's $2.4B GO Sale Will be Largest Yet in 2017
California brings the largest municipal bond deal of the year so far with a $2.4 billion general obligation bond sale. The deal includes $500 million in new money; advance refundings are expected to represent a significant chunk of the $1.9 billion of debt being refinanced.

California efforts to embed more consumer protections into PACE loans are advancing on two tracks. The largely unregulated PACE industry has faced criticism in recent months that homeowners are not being adequately informed about how the program works before they agree to the tax liens.
Federal Funding is Uncertain for CA Flood Control
California Natural Resources Secretary John Laird told the U.S. Senate Environment and Public Works Committee that further deterioration of the nation's aging flood control and water infrastructure systems will put lives at risk, calling for additional support for infrastructure spending
What the Oroville Damn Says About Americas Infrastructure
The new administrations proposed use of tax credits for infrastructure improvements will fail to improve the condition of America's dams and waterways. Private equity capital can cost 3 to 5 times more than traditional municipal debt. Moreover, tax credits are not well suited to facilities that don't generate a stream of user fee revenue.
CA Allocates $100M in Film Tax Credits
Twenty-two feature films will get $100m in tax credits between them to film on location in California in the coming months. Ninety-three separate projects applied for tax credit support during this submission window.
