Residents living within the boundaries of the special taxing district, which includes the area roughly between the Missouri River and 53rd street, and State Line Road and Campbell, will be on the hook for special property assessments to generate funding for the streetcar.

The long-awaited Missouri tax credits to help finance Kemper Arena's redevelopment have been approved. State and federal historic tax credits should help cover about one-third of the project's cost, which has increased to an estimated $39 million.

That's a three-step improvement from Missouri's 14th place rankings in the study's two previous years. As in the past, the study is based on the most recent audited financial statements contained in each state's comprehensive annual financial report, known as the CAFR.
