Big Housing Bonds Pass in San Francisco, CA, and Durham, N.C.
Officials in both cities have good reasons to invest in a range of affordable housing types, and last week, voters in San Francisco and Durham each approved the largest housing bond in their city's history. San Francisco voters also approved Proposition A, a $600 million housing bond, and in Durham, it was a $95 million bond.

NH Bill will Allow Multi-Town District Broadband System
Rural communities must often get creative if they want to bring broadband to their residents, and sometimes their hands are tied due to state restrictions or a lack of favorable legislation. Smaller municipalities in New Hampshire, however, may soon have the option of forming a multi-town district to establish a broadband system.
Key Timing Issues for Qualified Opportunity Fund Investments
Time is running out to maximize the tax benefits available under the qualified opportunity zone (QOZ) program. Under current guidance, it seems that one must invest in a "qualified opportunity fund" (QOF) by December 31, 2019, to be eligible for all possible QOZ tax benefits (though most QOZ tax benefits will still be available for QOF investments made after 2019).
Petros PACE Finance Provides $3.5M in C-PACE Financing for Hyatt House in Columbus, OH
Petros PACE Finance, LLC has closed a $3.5 million Commercial Property Assessed Clean Energy (C-PACE) transaction to finance the energy efficiency components of the construction of a 5-story Hyatt House in Columbus, Ohio.
Multifamily Private Activity Bond Issuances Decline 3.7 Percent in 2018
Housing finance agencies issued $14.7 billion in tax-exempt multifamily rental housing bonds in 2018, a 3.7 percent decrease in multifamily issuance from last year, according to the Council of Development Finance Agencies (CDFA). The issuance of single-family mortgage revenue bonds increased more than 50 percent, from $5.6 billion in 2017 to $7.4 billion in 2018.

Higher Loan Limit Proposed for Aggie Bonds
The lending limit for tax-exempt private activity bonds issued for first-time farmers would be raised to $543,800 from the current ceiling of $450,000 under bipartisan legislation introduced by six House members from farm states. Iowa accounted for $16 million of the approximately $36.1 million in aggie bonds issued in 2017, according to CDFA's Volume Cap Report.
Volume Caps for Private Activity Bonds May Hinder 3 States
The limits set annually by the IRS may constrain California, Massachusetts, and New York - states with high housing costs - as they seek to finance multifamily housing bonds, single-family mortgage revenue bonds, and qualified student loan bonds. The three came closest to utilizing their volume caps for PABs in 2018, according to a recent survey by CDFA.
