John A. Bagley is Chief Market Structure Officer for the Municipal Securities Rulemaking Board (MSRB). He leads the Market Structure department, which is responsible for the organization’s activities and functions related to market leadership, market structure, market transparency, economic analysis, data analysis, research and industry operations.
John most recently served as president of BondDesk Trading LLC, where he was responsible for its broker-dealer and related trading platform activity. Previously, John served in sales and trading roles at divisions of UBS and its predecessor, PaineWebber, for nearly three decades.
During the 2020 pandemic, John temporarily joined the Federal Reserve Bank of New York on secondment to lend his deep municipal market expertise to the implementation of the Municipal Liquidity Facility. He has also served as a non-voting member of the Securities and Exchange Commission's Fixed Income Market Structure Advisory Committee.
John received his bachelor’s degree from Boston University and has a master’s of business administration from Columbia University.

Dan Bronfman is a Managing Director with Los Angeles-based Banc of California. Dan joined the bank in 2017 and focuses on delivering tax-exempt and taxable lending products to developers of affordable housing projects, nonprofit organizations and businesses involved in manufacturing, recycling and value-added processing activities. He has over 30 years of experience in banking, investment banking, financial management and consulting, and has facilitated the issuance of over $4.0 billion in financings, with transactions ranging in size from $2.0 million to over $60.0 million.
Dan was President and founder of Growth Capital Associates, Inc., an advisory firm specializing in structuring tax-exempt financings for nonprofit organizations and other types of conduit borrowers. Prior to founding Growth Capital, he was Director of Finance for Gruma Corporation, parent of the leading tortilla maker Mission Foods, and served as a vice president with US Bank.
He received an MBA in finance from the Anderson School of Management at the University of California, Los Angeles and a BA in economics from Sonoma State University. He is Trustee Emeritus of the California State University Board of Trustees.

Katie Moriarty is a Director in the Knowledge & Networks Division at the Council of Development Finance Agencies (CDFA). Ms. Moriarty leads the organization’s National Development Finance Summit, held annually to bring together leaders and experts from the development finance industry from around the world. Jane is a Senior Director and the Local Government Sector Leader in the Americas Public Finance (APF) U.S. Government Group. Prior to her role as a Sector Lead, Jane was the Analytic Manager for the Midwest local government group for nine years. She has been with S&P Global since 2001.
In her role as a Sector Lead, Jane’s scope encompasses the entire U.S. local government market. Her areas of expertise include distressed credits, the impact of federal policy changes on local governments, and how broader economic pressures create credit stress at the local level. During her tenure at S&P Global, Jane has worked with issuers throughout the country and served as the primary analyst for the city of Detroit through its historic bankruptcy. She is a member of S&P Ratings’ North American Credit Conditions Committee, sharing insights and expectations for the U.S. Public Finance market with practice representatives across all asset classes.
Before joining S&P Global, Jane was a Vice President in the Municipal Securities Group at Banc of America Securities, and an analyst at PaineWebber.

Toby Rittner is the President & CEO of Council of Development Finance Agencies (CDFA), a national association dedicated to the advancement of development finance concerns and interests. CDFA is comprised of the nation’s leading and most knowledgeable members of the development finance community representing hundreds of public, private and non-profit development finance agencies. Mr. Rittner runs the day-to-day operations of the Council including the organization’s various educational, advocacy, research, resources, and networking initiatives. He also serves as the Chairman of the Board of Directors for the CDFA Foundation.
Rittner is one of the most vocal and recognized leaders of the development finance industry nationwide and has advised local, state, and federal leaders, including Presidents Biden and Obama, on economic development finance policy. Through his leadership and guidance, CDFA was successful in preserving private activity bonds and other critical development finance tools during the 2017 tax reform deliberations and has had numerous pieces of legislation introduced in the United States Congress. In 2021, Rittner successfully led a national effort to reauthorize and fund the $10B State Small Business Credit Initiative (SSBCI) program as part of the American Rescue Plan Act. He has written and crafted dozens of strategic finance plans for development finance agencies and advised communities throughout the world on development finance approaches.
Rittner focuses on sustainable finance with an emphasis on infrastructure, clean energy, food systems, small business, and innovations in the development finance industry to drive sustainable outcomes. He has written extensively about impact ready initiatives that leverage and engage capital in ways that drive local sustainability in business and industry and the environment and economy.
Rittner is a frequent speaker at local, state, and national conferences and events focused on economic development finance. He has been featured in The Bond Buyer, Wall Street Journal, Bloomberg, NPR and other national media publications concerning the advancement of development finance tools. He is the author of CDFA's highly acclaimed Practitioner's Guide to Economic Development Finance and co-author of CDFA's Unlocking Capital: A Handbook for Becoming a High Performing Development Finance Agency.
Rittner is an adjunct faculty member at The Ohio State University and Carnegie Mellon University. He is also a Development Finance Certified Professional (DFCP) and has completed the prestigious Oxford University Sustainable Finance Foundation Course.
Mr. Rittner previously served on the U.S. Environmental Protection Agency’s Environmental Financial Advisory Board and is a member of the Advisory Board for the National Community Fund I. Jake’s work is focused on building outcomes-focused partnerships—designing innovative, results-based contracting models; unlocking data for performance improvement; and creating public-sector recycling workforce funds—between elected officials, agency heads, civic leaders, community members, philanthropies, and service providers. His work at Social Finance focuses on the social determinants of health, behavioral health, criminal justice, and economic mobility. He’s particularly passionate about the potential of integrated data, the importance of more careful and longer-term accounting in the valuation of policy goals, and the promise of multi-jurisdictional partnerships to effectively invest in prevention. Victoria has led the execution, analysis, and management of over $30 billion worth of infrastructure transactions using both project and traditional financing. Prior to joining PFAL, Victoria was a member of the infrastructure financing teams at DEPFA Bank in New York and WestLB in London, where was responsible for originating and executing financing and performing financial advisory assignments for large-scale public and privately financed infrastructure transactions in North America, South America, Europe, and the Middle East across a broad range of asset classes. Victoria was also responsible for leading financing and advisory assignments for M&A transactions, workouts, and asset management.
At PFAL, Victoria leads a talented team of highly experienced professionals who provide expert advice on planning, procuring, and financing large-scale infrastructure and real estate projects. Her expertise is reflected in her experience in the structured financing markets drawing on diverse funding sources, including bank debt, private activity bonds, traditional tax exempt debt, TIFIA and RRIF loans, multilateral loans, export credit agency financial products, and complementary derivative products.

Kip Wahlers has more than two decades' experience in the field of public finance, economic development and public law. Kip has represented state and local governments at all levels as bond counsel and has also served as underwriters' counsel, bank counsel and counsel to private sector entities doing business with government.
Kip's experience includes financings and projects with port authorities, counties, municipalities, townships and school districts. Kip also advises clients on public records issues and ethics issues.
Kip has authored legislation relating to financing programs in Ohio and elsewhere, including tax credits, loan programs and amendments to legislation establishing new community authorities and authority for impact facilities. Martin Walke joined the Louisiana Public Facilities Authority (LPFA) in 2006 and serves as the Vice President of Economic and Program Development. His primary function is to plan, organize and coordinate local and statewide efforts in economic and program development for the LPFA, a conduit issuer of tax-exempt and taxable bonds. He is responsible for managing several revolving loan programs totaling over $24 million as well as governmental and public affairs for the LPFA. Walke earned a B.S. in Business Administration from Louisiana State University and gained a broad scope of experience serving in both the public and private sectors over the past 40 years. His career includes serving as a Legislative Assistant to former U.S. Senator J. Bennett Johnston and as Director of State Operations for former U.S. Senator John Breaux. After establishing and managing a consulting business for many years, he worked as a banker in public finance and subsequently as a financial advisor before joining the LPFA. Walke serves in a leadership capacity on numerous boards associated with economic development in Louisiana and nationally. He currently serves as a member of the Board of Directors and Chairman of the Advocacy Committee of the National Association of Health & Educational Facilities Finance Authorities (NAHEFFA), a member of the Board of Directors of CDFA, a member and former Director of the Louisiana Industrial Development Executives Association (LIDEA), Director and Past Chairman of the Louisiana Business & Technology Center (LBTC), and a Director of the Louisiana Business Incubator Association (LBIA). In addition, he finds fulfillment in serving as a volunteer to many civic, church, and philanthropic organizations as well. As part of his commitment to professional development, Walke attained the designation of Certified Louisiana Economic Developer (CLEcD) in 2011.
