In her role as Director at ORIX Municipal Finance, Lindsay Cigole is responsible for municipal portfolio debt originations and real estate debt originations, along with assisting in the evaluation, review, and monitoring of ORIX Municipal Finance’s investment and trading portfolio. Prior to joining ORIX, Ms. Cigole served as a Vice President for MuniCap, certified as a Series 50 Municipal Advisor. During the eleven-year term at MuniCap, Ms. Cigole assisted in providing a multitude of developers and municipalities, in over fifteen states, access to nearly $1 billion in capital for construction of public infrastructure through the issuance, refunding, or restructuring of special district bonds, secured by tax increment and special assessment/special tax revenues.

Ms. Cigole is a graduate of Clarion University where, as a member of the women’s volleyball team, she graduated summa cum laude from the Honor’s Program with a Bachelor of Science in Business Administration in International Business, Personal Finance, and Economics and a minor in French. Ms. Cigole also holds a Master of Science in Real Estate from Johns Hopkins University. She served on inaugural committee for the Urban Land Institute – Baltimore, Women’s Leadership Initiative. Ms. Cigole currently serves on the Clarion University College of Business and Information Sciences Advisory Council and the Clarion University Center for Career and Professional Development Advisory Council. In addition, she is active in the Urban Land Institute, the Women in Public Finance, the Council of Development Finance Agencies, the Lambda Alpha International Land Economics Society, and is a guest speaker for several industry related organizations. In 2018 Ms. Cigole began instructing at Clarion University as a temporary professor in the Finance Department.

As a Director in the Knowledge & Networks Division at the Council of Development Finance Agencies (CDFA), Angela focuses on the W.K. Kellogg Foundation-funded initiative “Defining the Food System Asset Class,” whereby CDFA explores opportunities for the advancement of local and regional food systems using development finance tools. Through this initiative, Angela collaborates with communities across the country providing technical assistance and producing strategic plans for development finance strategies that meet infrastructure, agriculture, and small business needs to support equitable, local food economies. Angela leads CDFA’s Food Systems Finance Advisory Council, joining the food and finance industries, and administers CDFA’s Food Systems Finance Webinar Series, connecting food-related businesses and projects with development finance agencies. In 2021, she gained Development Finance Certified Professional (DFCP) certification through the CDFA Training Institute.

A Navy Veteran, Angela holds two degrees from The Ohio State University: a Master of Public Administration with a focus on Food Policy from the John Glenn College of Public Affairs, and a Bachelor of Science from the College of Food, Agricultural, and Environmental Sciences.

Brendan Heil is a seasoned attorney in Bricker Graydon's Political Subdivision group. Brendan has extensive experience handling a variety of municipal law issues, including counseling cities and private entities on economic development transactions, public finance, legislation, eminent domain, annexation, land use, and zoning. Brendan is also well-versed in handling litigation matters for public and private clients in federal and state courts, including land use and zoning disputes, complex commercial class actions, and multi-district litigation.

In his previous position as the Law Director for the City of Sandusky, Brendan was the chief legal officer for the city overseeing all civil litigation, legal transactions, legislation, and advising city officials on a wide variety of municipal law issues. As law director, Brendan was the lead attorney managing economic development projects that involved public financing, incentives, and tax abatement, resulting in hundreds of millions of dollars in economic impact for the city.

Earlier in his career, Brendan served as a law clerk to Chief Judge Russ Kendig of the United States Bankruptcy Court, Northern District of Ohio, where he managed trial proceedings, wrote opinions, drafted legal memoranda, and conducted legal research on bankruptcy and litigation issues before the Court.


Sue Hounsel

Sue Hounsel is a Manager in the City of Dallas Office of Economic Development (OED) and has been employed with the City of Dallas since 2002. During this time her catalyst project achievements include the transformation of the Design District into an eclectic urban neighborhood, development of the Lake Highlands Town Center, mixed-income housing developments in the Bishop Arts area, TOD developments including Lancaster Urban Village, and the creation of the 4315 Innovation Center for workforce development. She has over twenty-seven years of experience in urban planning and economic development. Before moving to Dallas, she previously worked with the City of Houston and the City of Austin in planning and economic development. Ms. Hounsel is a member of the American Institute of Certified Planners (AICP). She holds a Bachelor of Arts in Social Science from Michigan State University and a Master of City Planning from Georgia Tech, including a Graduate Certificate in Real Estate.


Caren Kay

Caren specializes in urban economics, land use planning and real estate development. Her experience at SB Friedman includes a financial analysis to assist in the negotiation and structuring of a public-private partnership for redevelopment of the former Michael Reese Hospital site in Chicago and market assessments for two Urban Renewal Districts in Boise, Idaho, which were used during a public improvement feasibility planning process. Prior to joining SB Friedman, Caren spent time working as a Mayoral Fellow in the Chicago Mayors Office where she was involved with the launch of the Retail Thrive Zone Program and prepared preliminary research for the Industrial Growth Zone Program. Caren holds a Master of Regional Planning from Cornell University with a concentration in Economic Development Planning, and a Bachelor of Arts in Public Administration and Urban and Regional Planning from Miami University. She is a member of the American Planning Association (Illinois and Ohio Chapters), and is a licensed real estate broker in Illinois.


Naina Magon

Naina Magon has over 25 years in economic development, planning and finance experience in municipal government and consulting at the city, county and regional levels. She has served both public and private sector clients in facilitating new investment and development/revitalization efforts through creative and implementable solutions, including financing of public infrastructure and projects. Naina has worked with communities in evaluating their current economic situation, identifying opportunities, and developing strategic plans with solutions to move forward. She has successfully combined her passion for planning and economic development, allowing her to create and implement comprehensive and inclusive solutions for communities, with the goal of enhancing prosperity and fostering growth.

As a Principal with Hawes Hill & Associates, she has been involved in the creation and management of special districts including Tax Increment Reinvestment Zones and Municipal Management Districts, throughout the State of Texas. She specializes in assessing existing conditions and needs, project feasibility, financial analysis, project implementation and development agreements. Her background in economic development and planning along with her experience in development finance have allowed her to work with clients in crafting solutions and creative financing mechanisms for funding public infrastructure and achieving community goals.

Naina has a bachelor’s degree in economics from the University of Calgary and a master’s degree in urban and regional planning from Texas A & M University. She has worked with communities all over Texas and served on several panels speaking on the creative use of public financing in achieving community goals.



Emily Metzler

Emily Metzler has served over fifteen years as part of the MuniCap team. Ms. Metzler is passionate about real estate, furthering economic development opportunities, and assisting with the critical thinking aspect of creative funding mechanisms. In her position, Ms. Metzler manages over fifty different large-scale, catalytic development projects across thirty+ states at any given time. She actively participates in all aspects of the financial structure of each deal from conception to capitalization, implementation, and administration post issuance. In addition, she is responsible for new business development efforts in the markets for which she serves. Since joining MuniCap, Ms. Metzler has assisted with the issuance of publicly marketed bonds in excess of $2.0 billion. Furthermore, she has worked extensively on multiple transactions that have resulted in the first issuance of their kind in their respective jurisdictions.

Ms. Metzler is a 2005 graduate of Clarion University, Pennsylvania (now PennWest). She graduated with a degree in both real estate and finance. Ms. Metzler was an active member of the Financial Management Association, played intramural basketball, and obtained her real estate license for the Commonwealth of Pennsylvania during her college career.

Following graduation from Clarion University, Ms. Metzler was hired into the management program at National City Bank, now PNC, before being hired at MuniCap.

Ms. Metzler is active in multiple organizations including the Association of Public Finance Professionals, Council of Development Finance Agencies (also serving as a board member and chairman of the strategic planning committee), Urban Land Institute, Lambda Alpha International, Women in Public Finance (National, Maryland, and Virginia Chapters), and serves on the Compliance Advisory Group providing municipal market perspectives with the Municipal Securities Rulemaking Board (MSRB). Ms. Metzler is a registered Municipal Advisor (Series 50) and has passed the Municipal Advisor Principal Qualification Examination (Series 54). Ms. Metzler serves as MuniCap’s Chief Compliance Officer.

Anita Morrison founded Partners for Economic Solutions after more than 30 years of economic and development consulting. During her career, Anita has specialized in public/private partnerships, real estate advisory services, redevelopment strategies and economic impact analysis. From large cities to small towns, she applies her understanding of real estate economic fundamentals to questions of development, redevelopment and smart growth. She helps decisions makers and the community to understand how economics and land planning interact. Her market analysis helps to frame the scale, mix and pace of development. Financial analysis evaluates project feasibility, quantifies any funding gap and required investment, and assesses the potential for long-term returns. Fiscal impact analysis forms the basis for realistic and creative funding strategies and allows decision makers to evaluate the potential returns and risks associated with their investment.

Anita has extensive experience in testing the potential for tax increment financing (TIF) of infrastructure and public amenities. In Washington, DC, she evaluated eight different neighborhood business districts and corridors in terms of their ability to attract new development and support TIF. She has prepared TIF analyses for Charleston, SC, Orlando Community Redevelopment Agency, Atlanta Development Authority, the City of Dallas, the Maryland Department of Transportation, and Abington Township, Pennsylvania.

Anita has assisted and represented a number of development agencies with major public/private partnerships, including the District of Columbia Deputy Mayor for Planning and Economic Development, the Pennsylvania Avenue Development Corporation, the Atlanta Development Authority, the Maryland Department of Transportation, the Fort Monroe Federal Area Development Authority, the Norfolk Redevelopment and Housing Authority, the Orlando Community Redevelopment Agency, the Armed Forces Retirement Home - Washington and the City of Dallas. Anita earned a Master of Public Policy degree from the University of Michigan. In all her work, practical implementation strategies tap available resources and forge collaborations and partnerships to achieve a common vision and joint goals.


Michael Pehur

Development Finance Director at DMGS, Michael Pehur brings two decades of experience in economic development financing and project management. Michael is responsible for providing consulting strategies for real estate, business, non-profit, and municipal clients. He primarily works to identify grants, loans, tax incentives, and other public financing programs available for complex projects. Michael’s areas of expertise include community revitalization, municipal infrastructure, green initiatives, non-profits, small business development, and implementation planning.

Previously Project Finance Coordinator at Allegheny County Economic Development (ACED), Michael facilitated project financing and managed the technical components of various funding programs. At ACED, Michael managed over $55 million of Federal and State contracts. He facilitated project financing for site preparation, public infrastructure, environmental remediation, transit-oriented development, commercial redevelopment, and general business development assistance within Allegheny County. His work included many notable projects that have generated vast economic impact on the region, including Dick’s Sporting Goods Headquarters, Clinton Commerce Park, Westport Development, Monroeville Convention Center, and McCandless Crossing. He served as the primary manager of the County Tax Increment Financing (TIF) program, including project approval, deal structure, and continuing administration of active Districts. As part of this responsibility, Michael also authored the first-ever evaluation of the ACED TIF program.

Michael is nationally recognized as a leader in the economic development finance industry. He received certification as an Economic Development Finance Professional from the National Development Council. As a Council of Development Finance Agencies (CDFA) member, Michael is a frequent speaker on development finance programs/policies. He supports CDFA’s efforts to provide education, resource development, and research on development finance as part various technical assistance projects. Michael was appointed to the CDFA Board of Directors at the 2013 Annual National Development Finance Summit and serves as Chair of the Governance Committee. He also serves on the Board of Directors for the Regional Development Funding


Laura Radcliff

During her career, Ms Radcliff has served as investment banker on more than 300 bond issues with a total par amount in excess of $17 billion. Ms. Radcliff’s primary investment banking focus is on revenue bonds of public entities. Ms. Radcliff has served as investment banker for numerous development and redevelopment financings, including Public Improvement Districts, Tax Increment Finance Districts, Transportation Development Districts, Municipal Management Districts and Community Development Districts across the country. As lead investment banker for TIF projects, Ms. Radcliff has worked on transactions in Florida, Illinois, Kansas, Michigan, Missouri, North Carolina, Rhode Island, Virginia and the US Virgin Islands.   Ms. Radcliff has lectured extensively on the topic of financing to a wide range of audiences, including the American Bar Association, the Council of Development Financing Agencies, CREW Network, the National Council for Public Private Partnerships, several individual state agencies and municipal organizations, and numerous real estate and economic development organizations. In 2010 at the invitation of the governments of Wellington, New Zealand and New South Wales, Australia, Ms. Radcliff led a series of Tax Increment Finance Master Classes for local government officials from throughout Australia and New Zealand and as they contemplated the adoption of TIF in their countries. Ms. Radcliff co-authored two CDFA publications on Tax Increment Finance, the Tax Increment Finance Best Practices Reference Guide and the Advanced Tax Increment Finance Reference Guide.    She is Treasurer and Member of the Board of The Partnership for Downtown St. Louis. Ms. Radcliff holds a Bachelor of Science degree in Urban Planning from Michigan State University and earned a Masters of Public Affairs degree from Princeton University. Prior to becoming an investment banker in 1994, Ms. Radcliff worked in local government economic development.


Jason Tiemeier

Jason Tiemeier is a member of the Bricker Graydon Public Finance practice group. He works with local governments, special purpose districts, developers, and financial institutions on a variety of public finance and local government matters. Kip Wahlers has more than two decades' experience in the field of public finance, economic development and public law. Kip has represented state and local governments at all levels as bond counsel and has also served as underwriters' counsel, bank counsel and counsel to private sector entities doing business with government.

Kip's experience includes financings and projects with port authorities, counties, municipalities, townships and school districts. Kip also advises clients on public records issues and ethics issues.

Kip has authored legislation relating to financing programs in Ohio and elsewhere, including tax credits, loan programs and amendments to legislation establishing new community authorities and authority for impact facilities. He has assisted private companies in obtaining incentives from state and local governments, including tax incentives, tax abatements and tax increment financing.

Kip is former general counsel for JobsOhio and for Browning & Associates, a municipal financial advisor. He is a native of Toledo, Ohio, and has lived in the Columbus area since 2000.
