Community Improvement Districts (CIDs) are a type of special assessment district used in Georgia to concentrate funds in a particular location. Since their authorization in 1985, CIDs have been applied widely across the state to promote public improvement.
Quasi-governmental in nature, CIDs usually include agreements between the municipality, county and property owners located within the proposed district. These districts have traditionally been used to finance public projects such as the development and upkeep of streets, parks and recreation, and water and public transportation infrastructure.
