-Overview

The 2026 CDFA Federal Policy Conference will bring together Congressional leaders, federal agencies, state policy teams, investors, and development finance practitioners for a two-day exploration of the federal policy landscape shaping development finance in the coming year.

Across both days, attendees will receive practical guidance on aligning local financing tools with evolving federal priorities, along with insight into emerging federal initiatives related to capital investment, small business, manufacturing, taxation, energy, infrastructure, environment, housing, and community development. The conference equips public finance leaders to navigate shifting federal policy, work effectively with federal partners, and position their communities to take advantage of upcoming funding and investment opportunities.

Day one will focus broadly on national policy priorities, including tax, housing, infrastructure, community development finance, energy, and federal funding updates. These topics will feature insights from Congress, the Administration, and key agencies that influence state and local development finance strategies.

Day two will provide a deeper dive into Opportunity Zones 2.0, highlighting forthcoming guidance, interagency coordination, technical updates, and policy considerations that will shape OZ implementation heading into 2027. We will also share states’ perspectives on designation processes and project pipeline development.

This opening plenary provides a strategic overview of the Congressional, administrative, and regulatory forces shaping development finance in 2026. Speakers will unpack near-term legislative priorities, executive branch initiatives, and federal funding signals that directly affect state and local capital deployment. This Congressional roundtable offers a candid, bipartisan discussion with Members and senior staff from key tax-writing and finance committees. Panelists will discuss legislative momentum around tax policy, community investment tools, and place-based strategies, namely focused on federal tax-exempt bond programs. The session will highlight where consensus is emerging, where friction remains, and how state and local leaders can effectively engage federal policymakers. Attendees will gain practical insight into how Congressional dynamics may influence program extensions, reforms, and new initiatives.

The Impact of New Markets Tax Credits Permanency
The New Markets Tax Credit (NMTC) program was made permanent under the OBBBA in 2025. In December 2025, The Trump Administration approved a “double round” of NMTC awards to account for 2024 and 2025. This announcement unlocked $10 billion in NMTC incentives. Permanent NMTCs presents a great opportunity for communities to get engaged with this important development finance tool like never before.
