Connecticut Green Bank Seeks Proposals for Affordable Multifamily Housing Solar Projects
Connecticut Green Bank released a Request for Proposals (RFP) seeking qualified contractors or entities to provide engineering, procurement, and construction (EPC) services for solar photovoltaic (PV) projects at Affordable Multifamily Housing (AMFH) sites. Through this RFP, the Green Bank seeks to procure EPC services to install 2 megawatts (MW) of solar on nine AMFH sites in Connecticut working with the Green Bank's Solar Marketplace Assistance Program (Solar MAP).

USDA Announces Over $2M in Grants to Support Oklahoma Tribes, Education and Homeowners
The U.S. Department of Agriculture (USDA) announced over $2 million in grants to support local tribes, education, and low-income homeowners, enhance agriculture, preserve culture, and promote economic growth in Oklahoma. The funding will support projects aimed at boosting agriculture, preserving cultural heritage, fostering entrepreneurship, and improving housing conditions for families in need.

$473M Tax-Exempt and Taxable Bond Financing to Facilitate California Seniors Housing Rental Development
JLL's Capital Markets group and HJ Sims secured $473 million in tax-exempt and taxable bond financing for The James, a 350-bed luxury senior housing community in Irvine, California. This marks the largest tax-exempt senior living financing of the year and the largest non-profit single-site senior living bond issue in history. JLL's Seniors Housing Capital Markets team worked with Harbert South Bay Partners, LAMB Properties, P3 Foundation, and Momentum Senior Living to arrange the 35-year financing. HJ Sims served as the sole underwriter.

Will a "Red Wave" Affect Municipal Bonds' Tax-Exempt Status?
While wholesale elimination of tax exemptions is unlikely, certain municipal bonds could be targeted. With the Tax Cuts and Jobs Act set to expire in 2025, tax policy will be a key issue for Republicans. Extending or expanding TCJA provisions could increase the federal deficit, potentially threatening the tax exemption for municipal bonds. These bonds, crucial for U.S. infrastructure, have financed about 75% of it. Municipal bonds are a $4 trillion market supporting vital public projects like hospitals, schools, and roads.

CDFA announces Madeline Bouton, Deputy City Administrator for Basehor, as the latest graduate of the Development Finance Certified Professional (DFCP) program. With over 12 years of public finance experience, Bouton has led two major bond issues for city projects in Basehor, Kansas, the state's second-fastest growing city. As a new DFCP graduate, she joins a network of emerging leaders in development finance, having invested in her professional growth to enhance the quality of life for residents.
