Missouri is Implementing Tax Credits to Boost Urban Farming
Missouri announced a new tax credit program aimed at encouraging urban farming in cities throughout the state. Urban farmers in specific areas, including St. Louis, Rolla, and Hannibal, who spend up to $10,000 on establishing or improving an operation, can claim the credit and receive half of that back on taxes. The total tax credit pool for the initiative is $200,000.

Fayette County, GA Authorizes Issuance of $35M in Revenue Bonds
Fayette County, GA commissioners unanimously approved authorization for staff to issue the $35 million Fayette County Public Facilities Authority Revenue Bonds (Fayette County Projects), Series 2024, to expedite multiple projects approved through the 2023 special purpose local options sales tax. Funds will be used to finance the acquisition, construction, and equipping of all or a portion of a recreation multi-use facility, a backup emergency 911 center, renovations to the justice center, and stormwater improvement projects.

U.S. Department of Energy Announces $104M to Advance Net-Zero Federal Facilities
The U.S. Department of Energy (DOE) announced $104 million for energy conservation and clean energy projects at 31 Federal facilities—the latest step to reestablish the Federal Government as a sustainability leader. The funding announced from DOE's Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) program, represents the first of three disbursements from the historic $250 million in funding for the program in the Bipartisan Infrastructure Law. 

$6M Awarded to Three Springs Senior Living Center via Colorado's C-PACE Program
Bayview Asset Management announced it will be awarding $6 million in construction funding for the Mesa Verde senior living community in Durango via Colorado's Commercial Property Assessed Clean Energy Program. C-PACE enables owners of eligible commercial and industrial buildings to finance up to 100% of energy efficiency, renewable energy, and water conservation eligible improvements, according to Region 9 Economic Development.

Congress Announces $78B Bipartisan Tax Deal
Senior lawmakers in Congress announced a bipartisan deal to expand the child tax credit and provide a series of tax breaks for businesses. The $78 billion tax agreement caps months of negotiating and pursuing common ground in the divided Congress. One provision lowers the bond-financing threshold to 30% for Low-Income Housing Tax Credits (LIHTC) projects financed by bonds with an issue date before 2026.

Florida Launches Revolving Loan Program for Farmers Affected by Hurricane
Florida Agriculture Commissioner Wilton Simpson launched a first-of-its-kind revolving loan program for farmers, ranchers, and growers who suffered losses when Hurricane Idalia struck the Big Bend. Simpson said damages to crops, livestock, and agriculture infrastructure totaled more than $447 million, and that has produced a revenue crunch that threatens future crops and the existence of some farms and ranches.

Post-IRA Clean Energy Projects Driving $20B in Private Investments, 67K New Jobs
Large-scale clean energy and clean vehicle projects in the first year of the Inflation Reduction Act (IRA) are projected to drive $20 billion in private-sector investments and create more than 67,000 new direct and indirect jobs to rural U.S. counties often bypassed by previous economic transitions, according to a new economic analysis by BW Research Partnership released by the national nonpartisan business group E2.
