Erie, PA Releases Opportunity Zones Investment Prospectus
In producing an investment prospectus, the goal of Erie, PA is to help market its community and illustrate how Opportunity Zones can best be leveraged to revitalize the city. The Investment Prospectus is a compelling document designed to appeal to local, regional, national, and international investors.
Investors Rush to Launch Opportunity Funds
The window is closing for investors who want to take full advantage of the Opportunity Zones incentive. The capital gains deferment ends on Dec. 31, 2026, so investors have until Dec. 31, 2019 to invest if they want to reap the benefits of the entire seven-year tax break.
IRS Report Indicates Falling PAB Issuances
Projects financed by private activity bonds are projected to fall by more than 27 percent over the next eight years, according to recent data from the Internal Revenue Service. There were 3,043 bond issues in 2017, a figure that is expected to decrease to 2,200 by 2025.

Salt Lake City Airport Plans $875M Bond Sale
Salt Lake City International Airport is expected to sell at least $870 million of airport revenue bonds to finance a portion of the costs of the airport's redevelopment program, which consists of the terminal redevelopment program and the north concourse program.
DC HFA Closes on $74.5M Issuance for Affordable Housing
The District of Columbia Housing Finance Agency priced $74.5 million of tax-exempt bonds on Sept. 28 through lead manager Wells Fargo to finance the construction and preservation of two affordable housing developments.
$2.8M MSF Investment Will Support $33.5M in Investments in Detroit, MI
The Michigan Economic Development Corp. has earmarked $2.8 million in Michigan Strategic Fund grants for capital projects that could generate private investment of $33.5 million and create 444 jobs in metro Detroit.

Utility in WA to Issue $53.9M for Upgrades
The Clark Public Utilities District in southwest Washington state plans to issue $53.9 million in revenue bonds for planned upgrades to its facilities. A $34.9 million bond will pay for improvements to the electric system while a $19 million bond is for the district's generating system.
GASB Wants Uniformity in Reporting Conduit Debt
GASB is accepting comments through Nov. 2 on a proposal to clarify the definition of a conduit debt obligation and eliminate the option for government issuers rather than borrowers to recognize conduit debt obligations, thereby providing a single method of reporting.
