FCLF Provides NMTC for Central Florida Health Care Expands Services
Florida Community Loan Fund has finalized closing on New Markets Tax Credit (NMTC) financing for Central Florida Health Care. FCLF provided $20 million in NMTC allocation for new construction of two facilities in Lakeland and Frostproof, Florida. The New Markets Tax Credit program provides a cost-effective and timely solution to fund expansion for organizations like Central Florida Health Care. Without NMTC, CFHC would solely rely on growth and grant funding, which alone do not provide enough capital to cover construction costs.

Biden-Harris Administration, NOAA Propose $575M to Increase Coastal Climate Resilience
Secretary of Commerce Gina Raimondo announced that the Department of Commerce (DOC) and NOAA are recommending $575 million in funding across 19 projects to boost climate resilience in the nation's coastal and Great Lakes states and territories. As part of the Biden-Harris Administration's Investing in America agenda, NOAA's Climate Resilience Regional Challenge is a competitive grant program, and awards are made under NOAA's Climate-Ready Coasts and Communities Initiative and are funded by the Inflation Reduction Act, the largest climate investment in history.

This year's class of CDFA Franzini Fellows is researching the various financing tools available for missing middle housing, affordable housing, and in particular, pocket neighborhoods. The Fellows are interested in learning about housing financing tools, as well as barriers and solutions to access to capital. By taking just a few minutes to complete this survey, you will lend your experience and industry knowledge to aid in the creation of systems and action plans that can be used for both developers and new homeowners. USDA Distributes $2.2B to Farmers, Ranchers Who Experienced Discrimination
The U.S. Department of Agriculture (USDA) announced that farmers, ranchers, and other landowners who have experienced discrimination received payments through the Inflation Reduction Act's Discrimination Financial Assistance Program. The Biden-Harris administration said the funds were distributed to counteract prejudicial treatment that has prevented people from federal farm loan programs. The program is providing assistance to 43,000 individuals in all 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and American Samoa. The money is intended for them to begin, continue, or enhance farming operations or to offset lost income.

Over $10M TIF Funds Announced for Oakbrook Sports Complex in Summerville, SC
More recreational green space will soon come to Summerville as the Legislative Delegation and Dorchester County are partnering with the Summerville YMCA to develop a new sports complex. $10.3 million of the Tax Increment Finance (TIF) funds were allocated towards the new sportsplex. The extra $2 million in funding was designated by the Legislative Designation.

USDA Announces $4M for Maine Solar Projects
The U.S. Department of Agriculture (USDA) Secretary Tom Vilsack announced more than $4 million in grants and a loan guarantee to advance 42 solar and heat pump projects in Maine through the Rural Energy for America Program (REAP). REAP helps agricultural producers and rural small-business owners make energy efficiency improvements and expand their use of wind, solar, geothermal, and small hydropower energy.
