Request for Qualifications for Mixed-Use Development in San Bernardino, CA
San Bernardino Community College District (SBCCD) is developing an innovative approach that includes partnerships with city and county governments, non-profits, community organizations, and developers, collaborating on a project that will address student and community needs. Site K is a 15-acre development opportunity SBCCD acquired in 2023, aiming to develop high-quality affordable housing to support its students. In order to create value and affordability for both the student housing and market components of the project, the Council of Development Finance Agencies and its constituent organizations can play an important role in identifying such sources of financing.

DC Partners Scores $46M PACE Funding for Texas Thompson Hotel, Retail
DC Partners' mixed-use development near Houston's Buffalo Bayou Park has secured a $46.6 million loan from a funding source that rewards energy-efficient projects. Lone Star PACE, an administrator of Texas' Property Assessed Clean Energy program, dished out over $31 million in C-PACE financing for the Thompson, a 172-key luxury hotel at 1711 Allen Parkway. Another $15 million was directed toward a 53,000-square-foot retail building adjacent to the hotel, at 1755 Allen Parkway.

NewPoint Sponsored Fund Provides $13.3M in 501(c)(3) Tax-Exempt Bond Financing for Affordable Housing in Washington D.C.
NewPoint Impact Fund I has provided $13.3 million in 501(c)(3) bond financing to facilitate the acquisition, rehabilitation, and recapitalization of Ridgecrest Apartments Phase II, a 128-unit affordable housing community located in the Anacostia submarket of southeast Washington D.C. The borrower is The NHP Foundation, a New York-based not-for-profit developer that specializes in affordable housing. The transaction represents the inaugural residential rehab financed by the District of Columbia's Revenue Bond program supported through a tax-exempt 501(c)(3) bond transaction.
Treasury Issues Proposed Guidance on Technology-Neutral Clean Energy Tax Credits
The U.S. Department of the Treasury and IRS issued proposed guidance for the Inflation Reduction Act's new technology-neutral 48E and 45Y clean electricity credits, which will replace existing production and investment tax credits. The credits offer incentives for the first time to any clean energy facility that achieves net zero greenhouse gas emissions and recognizes wind, solar, hydropower, marine and hydrokinetic, nuclear fission and fusion, geothermal, and certain types of waste energy recovery properties as qualifying technologies.
Biden-Harris Administration Announces Actions to Strengthen Tribal Food Sovereignty, Co-Stewardship, and Knowledge of Tribal Agriculture Policy
U.S. Agriculture Secretary Tom Vilsack announced a series of actions by the U.S. Department of Agriculture (USDA) under the Biden-Harris Administration to strengthen tribal sovereignty and fulfill long-standing tribal requests for USDA to better partner with tribal nations, and make our overall food system more resilient. Announcements include over $42 million for awardees under the Indigenous Animals Harvesting and Meat Processing Grant Program, $18 million for projects under the Tribal Forest Protection Act, and $2.3 million to support the service of Indigenous foods in school meal programs.
