Announcing the Second Round of Applications for the CDFA Community Facilities Technical Assistance Program for Tribal Communities
CDFA is pleased to announce the second round of applications for the CDFA Community Facilities Technical Assistance Program for Tribal Communities, funded by the U.S. Department of Agriculture (USDA). This program aims to increase investment in community facilities infrastructure by providing direct technical assistance and financing resources to tribal communities across the country.
EPA Announces WIFIA Loans to the City of Memphis, TN and Bloomington and Normal Water Reclamation District, IL
The U.S. Environmental Protection Agency (EPA) recently announced two Water Infrastructure Finance and Innovation Act (WIFIA) loans. The first is a $10 million loan to the City of Memphis, Tennessee to upgrade the aging portions of their stormwater management system. These improvements include 13 projects that will help mitigate the effects of climate change in Memphis. The second is a $38 million loan to Bloomington and Normal Water Reclamation District in Illinois to increase resiliency by updating its current wastewater system.

South Carolina JEDA Issues $30.4M In Bonds for Improvements at Wofford College
The South Carolina Jobs-Economic Development Authority (JEDA) has issued more than $30 million in Economic Development Revenue Bonds for Wofford College. Proceeds of the bonds will be used to finance improvements in student housing, classrooms, lounge and study spaces, administrative, cultural, and athletic facilities, as well as upgrades to information technology systems at the 1,800-student, 175-acre campus at 29 N. Church St. in Spartanburg.
HUD Awards $10M in Grants for Housing Counseling to Help with Homeownership
The U.S. Department of Housing and Urban Development's (HUD) Office of Housing Counseling is announcing the award of $10 million in grant funding under its Homeownership Initiative to 23 HUD-approved housing counseling agencies. The funding will support activities to prepare and equip prospective homebuyers to successfully navigate the home-buying process and guide them to access affordable homes.
Maryland Completes Successful Bond Sale, Rating Agencies Flag Fiscal Risks
Maryland sold $1.2 billion in general obligation bonds for capital projects, including $1 billion in new tax-exempt bonds and $200 million in new taxable bonds. The true interest cost (TIC) for the tax-exempt bonds is 3.28%, and the TIC for the taxable bonds is 4.52%. According to the Department of Legislative Services, the TIC for the most recent tax-exempt bond sale in March 2023 was 2.91%, and the TIC for the taxable bonds was 4.07%.
Proofing Station Invests $450K in Iya Foods to Support Operations in Naperville, IL
Proofing Station, an impact-first charitable investment fund, providing capital access to small- and mid-sized entities in the food and agriculture supply chain, announces a $450,000 equity investment in Iya Foods, a Black- and woman-owned facility, which produces gluten-free, allergen-friendly food in Naperville, IL. This funding allows Iya Foods to expand its labor force and business operations, after moving into a new 37,000-square-foot facility in 2023.
Sedona City, AZ Authorizes up to $18M in Garage Bonds
The Sedona City Council voted unanimously to approve a proposed issue of up to $18 million in excise revenue bonds as part of the financing arrangements for the Forest Road Extension and Uptown parking garage. City Manager Anette Spickard explained to the council that the resolution was proposed as an emergency measure to take advantage of the bond market to the city's benefit and to prevent a referendum on the bond issue that could delay the start of work on the garage.
